ronald reagan introduced a similar space defense program even just on the drawing board prior to production they knew the newest defense system could not differentiate between active missiles and dummy empty missiles so although the new defense system was flawed the government spent billions on it despite the fact we as a nation were not any safer

Satellites don’t “loiter” unless they are in geosynchronous orbit, at which height they would be useless against ballistic missiles. A system like what’s described would require a constellation of satellites that pass over ruzzia and other potential adversaries at regular intervals, with possibly criss-crossing orbits to ensure redundancy and frequent coverage. Think StarLink.
